A framework is a pre-approved list of suppliers a buyer can call off from without running a full competition each time. Getting on one is a competition in itself, and it is worth understanding the difference: a framework has a fixed window and a fixed term, so miss the re-let and you wait years for another chance, whereas a dynamic purchasing system stays open and you can apply at any time. Being on a framework is not a contract and guarantees nothing. It gets you into the room for competitions you would otherwise never see.
